In this chapter, Katniss sings to Rue. She covers Rue's body in flowers to show that her and Rue were not just pieces in the Games. Katniss receives a small loaf of bread from District 11. She thinks that it's a 'thank you' gift. Claudius Templesmith announces that there has been a rule change: both tributes from the their District can win. After hearing that, Katniss calls out to Peeta.
